He'll teleport on his platform with means he's alone Cast those to stop his rain of arrows, then just blast him with damage dealing spells till he falls downs or recovers from the laughter and hold spells.
Rinse and repeat as needed. Learn Web with octavia, and use it in an area behind the enemy line, if they try to run away they get stuck, or slowed down long enough for you to kill them.
Honestly it's alot of trial and error but you DO not want the enemy to reach the bell and sound the alarm. For the final fight, be sure to have amari talk to the owl bear and get it to help you in the final battle, it's a HUGE help in dealing with this guy.
Adding another more viable damage is probably better even Jaethal is better at this point in the game. Over all not taking out the henchman makes this fight a hell of alot harder, it's best to get rid of them ahead of time.
